Challan:

It is a paper that is issued to a person who is observed violating or not obeying traffic rules and regulations. The officer issues the challan to the person violating the traffic rules. Once a challan is issued to a person, he/she is liable to pay the fine as mentioned in the Motor Vehicle Act, 1988.

E- Challan:

E-challan or Electronic Challan system is a part of the smart city initiative. This centralized system is uniquely designed to make the overall process smooth, systematic, and paperless. The various steps in the process are digitized which includes the recognition of the person breaking the traffic to the collection of the corresponding fine incurred by the person.

Working:

The streets are now installed with CCTV to monitor and reduce the increasing road accidents. It records the traffic continuously, and some people monitor it from the control room. If anyone breaks the rules, the entire footage is recorded via CCTV and then analyzed. Then they try to identify the number on the vehicle from the footage and contact the RTO (Regional Transport Office) to know about the details of the owner. Once the name, address, mobile number, vehicle's information, etc. are acquired by the officers, they send an SMS, and letter to the registered number and address which has all the details of the location, date and time of the violation.

Payment:

There are two ways to pay the fine imposed on an individual.

Online:

The hassle-free method of paying the fine is through the online portal. The department has designed a dedicated website for the same. Once a challan is issued to you, it contains a unique number. You can visit the website and enter the number and pay the fine which gets automatically deducted from your bank account.

Offline

On the receipt of the challan, you can visit the nearest police station in the area and can make the payment there.

Challan v/s E-Challan

The traditional Challan system involves a lot of paperwork, but the E-challan system involves no paperwork.

The Challan system is not systematic and organized whereas the E-challan system is organized and systematic as well.

Challan system does help the track record of a person (i.e., how many times challan have been issued and how frequently the individual commits mistake) whereas the E-challan system is systematic so when the vehicle number is uploaded in the system, it automatically shows the record of the individual.

In the traditional system, one can escape not paying the fine but in the E-challan system, one can't escape the fine since the acknowledgement letter and SMS are sent to the registered mobile number of the vehicle.

In the traditional system, there are chances of fraud by traffic police but in the E-challan system, there is a minimum possibility of the same.
